That's such a classic CDS cat description, we can't handle the boldness. A cat who simply decides one day “You are my human. Bring me home.” This audacity is Very Cat™ for sure, but many times it's instilled in them by the Cat Distribution System - and they just set the stage for adoption.

This comment summarizes the situation pretty well. It's a sad truth, but still a truth - not everyone can bring a cat home, and not everyone has the means to make sure a cat has a home somewhere else. Especially when we talk about teenagers - not all teens have their own money, and definitely not the freedom to act as they would have wanted.
This teen who shared the situation with this sweet stray really shouldn't feel bad about themselves. They care for a cat who loves them, in their very limited capacity. But the cat seems to appreciate it, the cat seems happy to have a human who sees her - even if it is outside of their home.
The cat is fed, the cat is cared for, and it seems as if the area that she lives in is relatively safe. It's also true that the outside is always statistically less safe for cats than the inside of a home. But as we've said, and as this comment suggests - sometimes, life circumstances are difficult, and people make do with what they have, with what they can.
